A Key Milestone in a Comprehensive Public Process

This Public Consultation is the first of two major consultation exercises. The outcome will shape the Development Masterplan for the overall city of Bandar Seri Begawan.

A second Public Consultation – Detail Design, will be held in April. The process will showcase the resulting evolution of the Development Masterplan based on this first Consultation.

 The public input gained from all these Consultations will ultimately be brought into the broader Working Committee, including the Consultant Team, the Municipal Board of Bandar Seri Begawan, and the Ministry of Home Affairs. The resulting Final BSB Development Masterplan becomes a living  document, upon which will be based an ongoing system of evolving city plans to shape the future of the city.

A Menu of Ideas for Consideration and Consolidation

On behalf of the Municipal Department, the Consultant Team invites the public to respond to these proposals and strategies.

The insights, ideas and inspirations gained out of the public process will help influence the direction of the Development Masterplan. The proposals and strategies outlined in this document are all not exclusive of each other. They are an array of ideas, may of which have complementary benefits and implications.

As the public is introduced to the proposal and strategies in this document, several key questions emerge:

  1. What measures are necessary to protect the functions of the ecosystem of Bandar Seri Begawan?
  2. Which economic strategies and engines make sense to help diversify the economy?
  3. How and where should the city grow to accommodate natural and inspired growth?
  4. What kind of places should the city have?
  5. How can we beat congestion and improve transportation and the quality of life?
  6. How do we achieve an efficiently working, clean and environmentally sustainable city?
  7. Are there key policies that need to be improved to help the people Bandar Seri Begawan achieve their aspirations?

Hello, I would just like to voice my concern regarding the development of resorts on the Upper River that have been included in the structural design of BSB of which I believe is located very close to the airport. From my point of view, I think isn’t a very suitable site for the development as visitors would surely be disturbed by the sounds of airplanes flying above the area. However, I am not objecting the idea of creating such destination in the city. It is just a matter of location.
I am also very interested with the destinations such as the Design Village, University Town, Kampong Ayer Artisanal Village and many others.
I am looking forward to seeing the final structural design and masterplan. I hope that would satisfy everyone. Good luck!

Assalmulaikum. For challenge & opportunities purposes.
- I don’t see yet the “wow” factor in the design. Pre-requisite for top ten city.
- May consider developing from the West side (hill at Subok). Imagine the Foreign office converted to hotels and more hotels on the hills.
- A lot of good ideas, but get “lost in translation”.
- No future for Kampong Ayer ?. I dont see yet the futurustic look. To develop Bandar Seri Begawan, it must start with Kampong Ayer. Beautify Kampong Ayer. Development needs marriage of Kampong Ayer & BSB. Where is the parking solution ? Water titles is a MUST.
- There must be residents nearby the SOAS mosque. Thats the reason the mosques being built. Re-organise/ uplift the housing standard & quality. Removing the resident , defeat the city vision.
- Kampong ayer must be uplifted. Why not built road bridges (on stilt) , re design/reposition houses.
- Thousand of Kampong Ayer residents passes through the bandar today and in the future. Where is the harmonies? Where is the Marinas?. KA residnets must do their daily activities in Bandar. This means Modersn fish & veggies markets must be there or build it in the Ayer itself.
