The Visioning Workshops are the initial step in the Development Masterplan process.

The purpose of the Visioning Workshops is to explore the aspirations, issues of concern, and key visions of key stakeholders for the city of Bandar Seri Begawan. These are opportunities to document project goals, define key program components, and formulate initial concepts that will become the basis for developing the master plan. A key intent of the workshops is to begin to inspire a visionary objective for the project involving all critical stakeholders.

img1The first of two Visioning Workshops was conducted as a day-long exercise involving about 74 participants. It took place at the Songket Ballroom, Rizqun International Hotel, on 6 October 2009 – one day after the project launch event.

This Visioning Workshop focused on the involvement of “key stakeholders”, namely government departments – especially those departments whose mandate falls closely within the scope of works for the BSB Development Master Plan.

The second visioning workshop was conducted as a day-long exercise involving about 100 participants. It took place at the Songket Ballroom, Rizqun International Hotel, on 17 November 2009. It involved a wider array of stakeholders, including the private sector, community institutions, and youth groups.

Five key planning topics that framed the discussions in the visioning workshops included:

1. Shape Growth through a Smart City
2. Celebrate Stateliness of the Capital City
3. Discover the Jewel in the Rainforest
4. Rediscover Destination Bandar
5. Invest in Regional Competitiveness

img2The Visioning Workshops combined plenary sessions with group break-out sessions. The plenary session (planned to accommodate up to 50 participants) was for general overview and introduction into the issues, whereas the break-out sessions (planned up to 10 participants per group) were to accommodate focus group discussions that explore key stakeholders’ visions.

Please do not forget the other districts in the National Development Plan i.e. Seria, Belait, Tutong and Temburong. It is an eyesore to see substandard products being sold in the Seria district especially considering it is rich in natural resources (oil and gas) – why couldn’t we develop the country similar to developments elsewhere i.e. Singapore and Malaysia. If we do not have the local expertise to vision a modern city – we should be thinking of using international consultants (of course the price has to be right..) – how did S’pore, M’sia and now even Vietnam develop and modernise their cities and not Brunei Darusallam – food for thought…..

First of all, i am glad that the government start to take it seriously about making a masterplan for Bandar Seri Begawan since Bandar Seri Begawan is Capital of Negara Brunei Darussalam. There are lot of new ideas which comes from government agencies, private sectors, and local peoples of various background as well as aspirations from well-known cities such as Venice, London, Abu Dhabi and others cities…

Apart from establishing cost-efficient transportation whether it is land-based or water-based, we need to bear in mind that hygiene and cleanliness is very important aspect of city.

Also, what type of cities Bandar Seri Begawan will be? Will it be cultural city? financial city?

I am glad that the planner realised the importance of public transport. I have visited many countries of the world from the most developed to least developed. I noticed that they have a very good public transport which enable me to move around very fast and very cheap. Brunei seem to be the worst when comparing with these countries including the least developed one. One of the reasons why public transport in Brunei is least developed simply because most bruneian own private cars. The few bruneian and non-locals who work in Brunei including tourist are the one who suffers. Can I suggest the planner of new BSB to implement sophisticad public transport such as MRT or LRT or even Tram like that one in Europe to encourage the local to use it or develope a simple one such as tricycle which could create employment for low income people. We can start connecting the shopping centers such as BSB, Gadong, Kiulap and Mile one. Once the public transport is developed other business activities will developed becaused business is dependant on the movement of people.

Another point is the places of recreation which are very few in Brunei. People normally like to go to a place which is breath taking view,such as beautiful garden, rivers, and place for relaxing. We should exploit the beautiful scenary of rivers and lakes and develope these places. When developing the area the facilities should be suitable for Muslims such as prayer rooms.

Just like to say that BSB is already a wonderful place to be in, Green and Well Spread. We do not need to have iconic buildings or man-made attractions to make it happen. Capitalise on the existing features and improve it to a developed country standard. Our small size is our advantage. The Municipal Board has already make the city centre here and there attractive (good job!), now it just need to be link together as a whole cohesive planned city. On the public transport be it on land or river, I feel the government need to shoulder it as economically it will not be viable for a private entity. At least to get it running reliably with affordable price. Kind Regards

We should have a balanced development for BSB. While it is exciting to see our neighbouring cities in ASEAN have modernity, and that potentially will serve our objectives for the future of NBD, we must retain our uniqueness. It is valuable to maintain our cleanliness which in turn will promote a healthy population, and this must be incorporated into the modenised infrastucture of BSB. Creating activities is one important feature in a healthy economy. I agree that the government must partially shoulder public transport, it does still seem like the market currently is not rife enough to offer a happy return for the investment if by a private company, not with the current population. Unless of course the small population greatly utilise the mass transportation system.

The consultants and ourselves are searching the best methods in tackling the transport issues in BSB and Brunei. We have included every possible solution including MRT, LRT, tram,train, pedestrian walkways, bicycle lanes, bus and taxi lanes, car sharing/pooling, congestion charge,TOLs,etc and we will choose one or some of those methods to be implemented in BSB in the coming years.

The consultants and ourselves are also considering more recreational destinations and open spaces in BSB. At this moment, we are still finding the best,latest,safest and the most unique spots in BSB to become the next recreational destinations and open space areas with appropriate public facilities

The consultants and ourselves will not copy all the iconic building infrastructures in cities such as Dubai and KL but we will build our own capital city of BSB based on our philosophy which is MELAYU ISLAM BERAJA (MIB)

The consultants and ourselves also consider in utilizing the existing resources found in BSB such rivers in tackling the issues of transportation and other issues related to BSB which are economically feasible in the long run for BSB and Brunei as a whole

as a Bruneian, i would like to highlight the remnan of our history which are mostly in bsb. with this masterplan development going on we should not forget to mark the past glory of brunei history which are until now not mark or not rebuild on maintain. The most significant of our history is known as kota batu or in english stone fortress/town which is ironicaly situated in what we call now kota batu in bsb. The remains is there,so i propose the relevent authorities or parties should try to preserve part of the ancient fortress so bruneian now and in future can see, tourist alike would be also attracted to the site. The history of kota batu should be also dig and booked so that it is not lost forever. From what i know from my mother which are pass down only by mouth from forefather- kota batu was once the centre of administration of the brunei empire with stone wall and part of the buildings inside are in stone as we see like old building in middle-east and china, unfortunately it fell decay and abandon when epedemic strike insite the fortress. thank you.

you are correct that Kota Batu was once the centre of administration of Brunei. The consultants and ourselves are considering to promote Kota Batu as a tourist attraction in BSB

Unfortunately the Tourism Board and ourselves have to wait from the Museum Dept namely the Archeological Unit for approval to promote Kota Batu as a Tourist attraction in BSB.We also do not have the authority to do an excavation and record all the findings around the area but we are sure that the Museum Dept have already done all the necessary digging and recordings very thoroughly. The Museum Dept also will maintain the architectures of Kota Batu alongside Municipal Board BSB and Tourism Board once the BSB DMP is in the implementation stage in the near future.

Currently we do not have any fixed date yet regarding the opening dates and times on our BSB Planning Information Center (BSB PIC) but we are considering opening the BSB PIC between late February and early March due the construction company handling BSB PIC is currently doing its final touch ups, reconstructing our BSB interractive displays, setting up booths (and probably a cafe) and wall displays

We will be very happy to have your suggestions and ideas and forward it our staff for further actions when our BSB PIC opens in these coming months

The Municipal Board BSB and Brunei government as a whole are considering human capital development for BSB and for Brunei very seriously in such that there are four higher learning institutions have been sat up in Brunei namely UBD, KUPU SB, ITB and UNNISA in which all of these higher institutions have recognitions from all over the world especially for Islamic Studies, Islamic Banking and IT.

The Municipal Board BSB and consultants had proposed another higher learning institution located in the heart of BSB in the Development Master Plan.

But it is up to other relevant government sectors such as Ministry of Education and Public Works Dept for approval but we are very sure that these government sectors will take further action very shortly and approved to build a fifth higher learning institution due to increasing demands of young, bright Bruneians to learn and further their skills, professions and educations

Brunei government also grants many scholarships offers for gifted young Bruneians for them to contribute in the future development projects in BSB and Brunei in general. That is why Brunei government are very interested in developing its own unique human capital that comprised of many professions for future developments projects of BSB ,Brunei and beyond

It is undeniable that the Municipal Board BSB and other government sectors are and will be working together with foreign companies especially consultants but it is up to the Bruneians especially the public to choose their own concept(s) for the new image(s) of BSB and Brunei with changes in accordance to the suggestions and ideas made by the current and future generations of Brunei and beyond

As I am planning to develop a piece of land in Kianggeh, I would like to know what kind of development is being visioned for Kinggeh area, adjoining the cemetery along the subok river.
I also noticed that the Subok river, flowing from Kg Belimbing and Kg Subok, is very dirty with household effluent. There is no control to protect the freshness of the river for it to provide a healthy “river bank view / scenery”.
Can I get any respond from you asap, as I heard the Tamu area will be revamped by 2013. Thank you.

We sincerely apologize to you that we (Municipal Board, BSB) still do not have the position to tell you the specific details on land use/zoning policies in BSB. This is because the holistic land use/ zoning policies are still not being finalized due to the BSB Development Master Plan (BSB DMP) is still in the planning stage. Insya Allah we will produce and finalized the land use/ zoning policies for BSB based on the results, data and information found by our consultants

We are considering very seriously about the cleanliness of rivers in BSB. We will forward you comments to our relevant staff/ units/Depts for further actions but it is in the BSB DMP to make sure that all the major rivers in BSB are in excellent conditions

I have suggestion on improving the BSB commercial area such as Yayasan, Darussalam building and etc. I found that BSB commercial area survived because many foreigners buy goods and services there as the Bus centre is located there. many locals prefer shopping in Gadong and kiulap area as it is vibrant. Without foreigner, the bus centre and commercial centre in BSB centre will collapsed.

The only solution for this case is improving the commercial areas and build LRT connecting 3 major area; Bandar-Gadong-Kiulap. I like the idea of making BSB centre as a multi-culture city, encouraging Locals to shop to BSB centre.

I think I agree that areas along Jalan Gadong starting from Jalan Kumbang Pasang up to the road, Jalan Simpang ? that lead to The Mall up to the Kiulap Roundabout then to the main road, Jalan ? along the Kiulap Shopping areas up to Pusar Ulak could become what can be called as Golden Triangle (Business or Shopping Distict) of BSB, the same to that of Bukit Bintang of KL or Orchard Road shopping district in Singapore. One day I wouldn’t be suprised if new big and highrise buidings or even skycrappers could be built to replace old or small buildings within the areas. Imagine with the river, Sungai Menglait/Gadong and Sg Kedayan running through the area, riverside food centres and green parks along the river, weekend market (of Pasar Gadong) next to it, and a beautiful icon of Masjid Jame’ nearby, I am sure it could become a very unique and wonderful shopping, entertainment and recreational district or part of BSB!. Its just a matter of building new bridges and roads crossing the rivers to link Kiulap shopping area to Jalan Gadong and Jalan Kumbang Pasang and elevated pedestrian bridges or even travelators (as in Hong Kong and Singapore)over Jalan Gadong and Lebuhraya Hassanal Bolkiah (to allow people to walk from Kiulap to the Pasar/ The Mall area. Imagine tall highrise buildings in that part of the city, I am sure its a picture of BSB in the future.

i like Pg Rusli’s idea of the Golden Triangle of BSB and his passion in seeing high rise buildings in the city. talking about high rise structure, there must be a specific number of floors that can be build in Brunei.

bear in mind that buildings cannot be taller than the mosque,the preference of Bruneians who dont want to live in high rise structures can be another troublesome matter and building high rise structures are not suitable to build at gadong and kiulap because it may block the aeroplanes paths and can be dangerous.

though this may be the limitation or the weakness of building tall buildings, i’ve provided some of my best solutions:

in the case of buildings cannot be taller than the mosque. i would say we stick to that plan. since the height of the mosque is around 55m(SOAS mosque), this could be a blueprint to build structures as high as 13-14 storeys high.(depends on the architecture) e.g PGGMB building. for us Bruneians, we can term this as a skyscrapper without surpassing the mosque.

take for example in Medina, since they cannot build buildings taller than the Nabawi minarets, ive counted every single block and all buildings there are exactly 14 storeys high. why not we follow this model?

if there’s somebody who wants to build skyscrapers up to 30 storeys or more, than i would suggest building it near the ministry of finance (MOF) in Berakas since the area doesnt disturb aircraft route and a good view for people who use the road from the airport to gadong. why? when we drive in direction to gadong using the Hassanal Bolkiah highway, try looking left and you can see the MOF building dwarfing any building and imagine tall skyscrapers lining up next to MOF greeting those who are going to Bandar and tourist just like when we arrive in Singapore, we might pass the marina and see the tall buildings which looks the same as you see in the posters~

the government can also help by giving strata titles to the homeless Bruneians to live in condominiums or high rise apartments, though it may be a pain for some people where most of them dreams of a house. face the fact, you can save your energy living in commercial areas where you dont have to use a car to buy groceries and do the shopping etc and we have a limited amount of land in Brunei Muara. how can we continue the heart of Borneo project while we are razing the forest to built more houses. we need to change our mindset, be the next generation of Bruneians to live in high buildings. that doesnt posses any harm both culture and financial.

Thank you for your suggestions regarding the proposal of upgrading Gadong, Kiulap and Pusat Bandar (Downtown) into “a decent and green golden triangle” and a CBD for Bruneians, tourists and international investors and the proposal of high rise buildings (but no taller than a mosque’s minarets) for people to occupy those buildings.

It is indeed in our scope to upgrade those areas mentioned above and high rise buildings all around BSB after city zoning regulations proposed by our consultants are approved by the government of Brunei.

Currently we are also focusing on Serusop area in which the Brunei International Airport surrounding areas and the current and future shopping areas will be converted into “An Airport City” and the modes of transport will be a combination of land and water transport using Sungai Kedayan as proposed by The Riverfront Corridor BSB City Concept which was favored by the public and government sectors during our public forum held on the 27th Jan 2010 at Sheraton Utama Hotel, BSB

I wonder if there is also a plan to consider for proper place or area designated for marine transportation hub, station or terminal especially for Temburong citizen or visitors which could make BSB as the gateway to Green Jewel, Ecotourism Centre or district of Brunei (i.e. Temburong). I’ve realized this for so long that for so many years I’ve never seen a proper place or terminal built espicially for convenience and the commincation needs that is so important to the people (and visitors) of Temburong. What I meant is a marine transportation terminal for BSB that will provide facilities such as proper landings, information counter, a cafe or restaurant, meeting point, etc. Something similar as the one built for the Serasa Feri Terminal!

We sincerely apologized to you that the consultants and ourselves at this moment cannot proposed any major infrastructures to be developed along the transport route from Brunei Muara District and Temburong District due to the sensitive environment along the route (mostly fragile mangrove forest). It is in our scope to protect the environment while developing BSB. We need some sort of environmental analysis documents such as the EIA (Environmental impact assessment) done by JASTRE or environment specialists to access the feasibility of the area before we can proposed to build major infrastructures such as a restaurant and landing platform.

Assalamualaikum and hello again… I like all the ideas which given by everyone who joining this discussion. Although it is important that we develop Gadong and Kiulap area as both area can be consider as Commercial area where major businesses, restaurant and entertainments comes together, we need to bear in mind that Bandar Seri Begawan is the major place which seriously need to be upgrade up to the standard of all major cities in Southeast Asia. Perhaps BSB can be Green City.

Today there are a lot of technologies available which we could use such as solar, wind and wave energy for electricity. Also, instead of plastic bag or white container which we always call plastic “tapau”, we use paper-based container or anything which can be recycled.

Also, is it possible to upgrade Kampung Ayer to new level or the new “Kampung Ayer” like Venice? Sorry if I say this but I have fear that Kampung Ayer will slowly getting smaller and smaller than before. Kampung Ayer is our heritage which we all Bruneian should proud of. If we don’t protect it now, then how we can protect our heritage?

There are plans to develop a multi-modal transport terminal at Kg Sungai Lampai that will cater to residents of Kg Ayer as well as terminal for travellers by boat to Temburong and vice versa. This would also include proposals for a marina. This is still at conceptual stage and pending approval from the relevant authorities.

The Master Plan and its objectives are wholly commendable as are the above comments of those interested in the better development of Brunei. It also occurs to me that when we talk of increasing commercial possibilities in time to come we need to think about what this might look like in finer detail. Will there be new malls, open air spaces for markets and al fresco dining or a mix of all of these, as exist in most cities?
Kg Ayer has already been mentioned as a place of heritage. Are there other places in Bandar or elsewhere that have a history worth celebrating. Was there ever an Arab Quarter? Could one (or other different ones) be developed for commercial and residential purposes that inspire creativity in the same way Arab St In S’pore and The Rocks in Sydney – just to name two, do the same.
This isn’t crass commercialism. Actually, this is about recognising heritage and history that will allow people to develop authentic places of interest for sharing time together, whether over coffee, eating out or shopping in an old style ‘zouk’.
And please bring back Jerudong Park for the kids and families in the same style that Bruneians enjoyed it years ago!
I also think that if S’pore can welcome visitors to its city down the ECP with beautiful shade trees and gardens, with the idea of ‘a city in the garden’ and resources at hand, we should be able to everywhere we look too!

I really like the ideas of devoloping Brunei into a major city.Infact i’m looking forward to see the renovation of Brunei.What i think must be tackle first is to improve the transportation system,make people walk by improving the walkway or build a LRT system or we can just build a tunnel to connect between BSB-Gadong-Kiulap.And 1 thing i would like to see is that BSB have an underground city,because we are involved in the heart of borneo project,which makes our land scarce to use,we cant build high rise building in Brunei,the solution is to go underground.And just to highlight Andrew comment about Jerudong Park,PLEASE BRING IT BACK TO ITS GLORIOUS MOMENT,where everyone around the world come to enjoy the multi-billion dollars park.I really wish that these BSB master plan will go smoothly as plan,because i have seen a lot of projects not go as smoothly as plan,and at the end the project go to a halt and leave just like that.

Assalamuallaikum.
Bandar Seri Begawan and the surrounding water front areas are some of the most beautiful parts of Brunei. To fully utilize the natural features, perhaps we could consider the following to give us a common direction beyond 2035.
a)Jalan Subuk and Jalan Kota Batu passes through the town center. At some point in the future a through road to by-pass the town center may be needed.
b)At some point in the future, a road and bridge link would be required to Lumapas and beyond, to open up all these beautiful areas of Brunei. Some indication or proposals to integrate this could be part of the master plan.
c)The trend is that people generally are leaving kampong ayer. Why not keep a small area as heritage and develop all of the river frontage for maximum benefit of the natural site and location. The funds required to rejuvenate kampong ayer to acceptable safety and aesthetic standards can be utilized for new bridges and roads, to open up Lumapas and beyond.
d)In land utilization, it would be economical to redesign and refurbish existing buildings for new uses.

-BSB development need to include from Sungai Lampai (near the Bomba Ayer) and along the jln in front of Bumbungan-12.
- Develop the hills along this road futuristically.
- The island (Bakuts’) in Kampong Ayer to become resorts/hotels.
- At least three separate Marinas to be built along the BSB river priority to perahu tambangs. The rest fibre boats or sails will have separate marina.
- Need to dredge the Brunie river…too many silt and sand from upriver (development).
- Revitalise the culture of boating. We can boat upto Berakas Airport river. This we need to clean and deepen the river.
- Target date? for Brunei River to be clean. Measure the turbidity/clearness…so that people can swim without feeling swimming in mud water.

I think its already the right time now and as soon as possible that BSB must have its own ‘people mover’ or LRT or MRT or that sort of transportation! not 10 to 20 years later!, waiting for traffic or transportation problem got worse that then we only start to think about it. For the sake GREEN and HEALTHIER BSB, here are some of the main reasons:

1.Building such transportaion system will reduce traffic polution by the road users

2.It will encourage people to walk and leave their cars at home for long journey uses only

3.It will reduce our energy consumption thus save our energy resources

4. Saves spaces for building of new roads, carparks, etc. but gives spaces for more green areas or recreational parks

5. Save our money, less pollution, less stress, green and healthy environment, reduce financial burden for car maintenance, etc. (lots of saving!) I am sure will make residents of BSB more healthier and happier!

6. Lots and lots of other reasons

What if we first, begin with a simple, important and single route (call it the Central Line!, say for example from downtown BSB city centre through Gadong and ends up to north at Berakas where most commercial activities, government offices and BSB residents are located.

Municipal Department was admitted by the public for not being aggresive enough in raising public awareness and public participation on the BSB Materplan. I believe
Municipal Department have done enough and have provided the relevant tools and mechanisms of participation for the past several months. The public will and by nature will always take this for granted, be complacent about its whereabouts, and will always find excuses for not reaching it in the first place. It is imperative to realise that public participation is only meant to generate ideas and by nature will always have difference of opinions. Ultimately it will still be up to Municipal Department to decide what is common and best to make this ambitious masterplan a reality; be it present and for the foreseenable future. The Municipal Department must be level headed and limit when its comes to public participation and cannot afford to wait or else its progress and development will lose momentum.

There are a lot of amazing ideas here. Especially the methaphor of BSB being ‘A City In The Garden’ which infact would be an ideal tagline if BSB were to be promoted in the future.
Transportation-wise, there is a lot of issues surrounding the public buses via them not sticking to their original routes. There had been cases where these supposedly ’scheduled’ bus drivers purposedly miss out a stop if there is no one getting off on that perculiar stop. but what about the people wanting to get on from that perculiar spot? This shows that the public transport is less reliable, plus it does not run 24/7 meaning it would not cater for the population as a whole.
An LRT on the other hand would be a great idea, as it would ‘kill two birds with one stone’ as it would be easilly accesible & reliable and could promote public transporation, decreasing the number of cars on the road and there would be less congestion. This would certainly promote Brunei as a sustainable ecofriendly developing country with the probability of a more successfuly EcoTourism industry in the future.

Hello

you can contact Brunei Tourism Board at the Ministry of Primary Industries for further details.

As far as we know, Brunei Tourism Board will build an extension building/ infrastructure next to the existing gallery (2nd Phase). The newly constructed building extension will accommodate a multi-purpose hall for events and ceremonies for Kg Ayer and visitors.

The building also will have a shopping arcade/area to accommodate the needs of the Kg Ayer residents and people who are living in the area.
