Bandar Seri Begawan with its long history and rich heritage should be developed as a sustainable city based on the principles of political stability and security, economic and sociocultural development and environmental sustainability. The development master plan will be based on the following ten strategic objectives articulated in the Bandar Seri Begawan Strategic Planning and Action Plan:

• Upgrading the status of BSB as a city.
• A centre of government and administration.
• Strengthening the image of BSB as a safe, friendly and liveable city.
• BSB as an attractive and beautiful tourist destination with its own unique characteristics such as its culture, treasures and historical heritage.
• BSB as a dynamic, vibrant and unique 21st century capital city.
  BSB as a ‘City in the Garden’ that has a clean and sustainable environment, free from pollution.
• BSB as a progressive, competitive and sustainable commercial and financial centre (with special emphasis on Islamic Finance).
• Design, construction, operation and maintenance of infrastructure should be well-planned, adequate, suitable and environmentally friendly.
• BSB as a city with efficient communication and transportation systems.
• Strengthening the administration, management and capability of the BSB Municipal Board and Department to become a more efficient and effective public organization.
