Based on the 10 Strategic Objectives of Bandar Seri Begawan, HOK has proposed 5 major work streams to manage all the tasks that are required to successfully produce the Development Master Plan.

• Urban Planning and Design is positioned at the centre of the project, and is geared to help Bandar Seri Begawan achieve its strategic objectives from an urban quality and aesthetics standpoint.
• Technical Feasibility ensures that the city’s infrastructure, utilities and transportation networks align properly with the planning and design intentions of the city.
• Functional and Commercial Viability ensures that planning and design issues are supplemented by sound macro-economic foundations for a viable vision of the future.
• Urban Management and Implementation ensures that the visions and objectives as specified in the Development Master Plan are sustained with appropriate policies, procedures and organizations to deliver them through 2035 and beyond.
• Local Cultural & Stakeholder Engagement ensures that the Development Master Plan responds to local culture and aspirations in order to deliver a solution that is unique to Brunei.

These work streams are being carried out in parallel in stages throughout the planning process.
